RE: Proposed change to the GSID Constitution
The Committee recommends changes to the following Articles:
1. The three words in bold and brackets below are to be deleted.
Article VII Meetings
1. General Membership
c. Agenda. Consideration of political action questions, endorsements, and Club elections must be announced in the proposed agenda [mailed to members]. A member who wishes to have an item included in the proposed agenda may notify the Corresponding Secretary of such item. The Corresponding Secretary will include such item in the proposed agenda of the next general membership meeting notice. The question of endorsement of a candidate for public or party office may be placed on the agenda only by (a) the Executive Committee; (b) a petition signed by a least five (5) dues-paying members in good standing and mailed to the Corresponding Secretary, who shall then include such item in the proposed agenda of the next general membership meeting notice; (c) by vote of the general membership meeting at a prior general membership meeting.
2. The following provisions shall be substituted for the current provisions bearing the same number.
Article VII meetings
1(a) There shall be an annual meeting of the general membership during the month of January for the election of officers and executive committee members-at-large for the terms expiring at the meeting. If the election of all of the officers and executive committee members-at-large cannot be accomplished at the meeting, there shall be a second annual meeting to be held within 30 days of the January meeting to complete the election.
Article VII Meetings
1(b) Meetings of the general membership may be called at any time by the President, the Executive committee, or upon the written request of 10 members in good standing. There shall be at least eight meetings of the general membership including the annual meetings and there shall be at least two meetings every calendar quarter. Nothing in this provision shall preclude the scheduling of a greater number of meetings than the minimum eight.
Article VII Meetings
1(d) All members shall be given notice of the meetings of the general membership. Notice shall be by electronic mail to members who provide e-mail addresses for that purpose. Members who elect not to receive e-mail notice shall receive notice by first class mail. Notice shall be sent electronically or by first class mail no later than 5 days in advance of the meeting. Notices shall state the time and place of the meeting. In the case of endorsement and/or election meetings, the proposed agenda shall be included in the notice. Items may be added to the agenda at the meeting if 51 percent of the membership is present at the meeting and a majority of those present vote to add the agenda item.
Article VII Meetings
1(e) Quorum: Twenty percent of the general membership shall constitute a quorum. A quorum shall be deemed present unless contested during the meeting.
