February 12, 2007


1. Council Member Dan Garodnick spoke followed by Council Member Rosie Mendez.

2. Dan Garodnick has no known Democratic Primary opponents, but he anticipates a Republican opponent in the general election. He spoke about several rezoning successes and about several recent pieces of legislation, specifically livery cab passenger bill of rights, water tank inspection, and a Civilian Complaint Review Board. There was an extended period of questions and answers.

3. Rosie Mendez anticipates a possible Democratic Primary challenge by Dodge Landsman, who has recently been associated with the Libertarian Party. She spoke about rezoning, civil rights issues, and tenants rights. There were questions and answers.

4. Each of these council members expressed support for the other.

5. Following these presentations, there were nominations for endorsement for Council Districts 4 and 2. Dan Garodnick was endorsed for Council District 4 by show of hands with all those in the room save one abstention. Rosie Mendez was unanimously endorsed for Council District 2.

6. District Leaders Tom Nooter and Myrna LePree were unanimously endorsed for another term as District Leader.

7. Rosie Mendez asked members of the club to hold March 29 for her anticipated State of the District talk, which will be delivered at Cooper Union. The anticipated time is afternoon or evening.

8. Sylvia announced that Cassandra is home and thanks the club for the plant.

9. Myrna, Susan and Marsha volunteered to work as a committee to select a location for the annual club dinner, preferably in early May.

10. The club discussed sending two members to the County Dinner, which is on March 14 (date to be verified).

11. The next meeting is tentatively set for March 12 (subject to availability of space), where the agenda will be endorsement for Borough President and for Comptroller.

The Committee recommends changes to the following Articles:


1. The three words in bold and brackets below are to be deleted.

 
Article VII Meetings

1. General Membership

c. Agenda. Consideration of political action questions, endorsements, and Club elections must be announced in the proposed agenda [mailed to members]. A member who wishes to have an item included in the proposed agenda may notify the Corresponding Secretary of such item. The Corresponding Secretary will include such item in the proposed agenda of the next general membership meeting notice. The question of endorsement of a candidate for public or party office may be placed on the agenda only by (a) the Executive Committee; (b) a petition signed by a least five (5) dues-paying members in good standing and mailed to the Corresponding Secretary, who shall then include such item in the proposed agenda of the next general membership meeting notice; (c) by vote of the general membership meeting at a prior general membership meeting.

2. The following provisions shall be substituted for the current provisions bearing the same number.
 

Article VII meetings

1(a) There shall be an annual meeting of the general membership during the month of January for the election of officers and executive committee members-at-large  for the terms expiring at the meeting. If the election of all of the officers and executive committee members-at-large cannot be accomplished at the meeting, there shall be a second annual meeting to be held within 30 days of the January meeting to complete the election.


Article VII Meetings

1(b) Meetings of the general membership may be called at any time by the President, the Executive committee, or upon the written request of 10 members in good standing. There shall be at least eight meetings of the general membership including the annual meetings and there shall be at least two meetings every calendar quarter. Nothing in this provision shall preclude the scheduling of a greater number of meetings than the minimum eight.


Article VII Meetings

1(d) All members shall be given notice of the meetings of the general membership. Notice shall be by electronic mail to members who provide e-mail addresses for that purpose. Members who elect not to receive e-mail notice shall receive notice by first class mail. Notice shall be sent electronically or by first class mail no later than 5 days in advance of the meeting. Notices shall state the time and place of the meeting. In the case of endorsement and/or election meetings, the proposed agenda shall be included in the notice. Items may be added to the agenda at the meeting if 51 percent of the membership is present at the meeting and a majority of those present vote to add the agenda item.


Article VII Meetings

1(e) Quorum: Twenty percent of the general membership shall constitute a quorum. A quorum shall be deemed present unless contested during the meeting.
